I DID JUST THAT AND 30 TIMES IT "TIMED OUT".

It very well can be a Windows problem. Case in point, I have 8 computers on this network 7 can access webpages 1 cannot. The 1 in question can access anything utilizing https (Port 443) or ftp (Port 21) but anything on port 80 times out.I can change ports on the router or connect directly to the modem as a single deevice. Tried on other networks. Removed all security software. Ran malware utilities and everything is clean. HiJackThis has nothing out of the ordinary. Certainly this is not my ISP or network. TEst under Bart_pe and everything works normally. The only thing remaining is software. Possibly undetected malware, likely a Windows corruption of an undetermined sort.
