Default Inaccurate Internet Time

When I click on the time in the lower right corner, a dialog appears with
the time and three tabs. If I use the Internet tab, and specify that I want
to update my time, Update Now, it's about 3 minutes off, too fast, from my
atomic clock and other sources on the internet. What's cookin'?
time.nist.gov is what I use for the server. I'm in Calif.

Change the time server to tick.usno.navy.mil

time.nist.gov doesn't seem to be reliable. I changed to time-a.nist.gov and
that works reliably.
