Default XP Activation not responding

Dell Optiplex, Windows XP professional.

Customer called me complaining that they were getting a message at bootup
stating
"Since the last time Windows xp was activated, major hardware changes have
takeen place. windows xp needs to be activated again..."

so I proceeded to activate windows.
When I click activate windows, the activation window appears, but it's
empty. Only the title bar and window border. After a while, the window goes
to Not responding. It stays there indefinitely.

Windows will not activate and there are only 3 days left to activate.

I uninstalled IE7. no help.
I set /basicvideo in boot.ini in case video driver was causing it. no help.
I have cleared all temp files etc. no help.

I cannot find anything about how to fix windows xp activation.

How can make this machine activate so this person can go back to worK?

thanks,
Buddy

If the version of Windows is OEM, you will need to use the Activate by
phone method.

If a driver got updated, this can also trigger the activation.
