Default Writable CD

I created a spreadsheet that I would like to put on a CD and be able to
make updates to the CD. I downloaded the spreadsheet onto a CD-RW but
when I try to make updates I get a message that it is readable only.
What am I doing wrong?

You have to erase the CD-RW and then re-burn with the entire updated
spreadsheet.

It doesn't work that way, you either have to erase and reburn the updated
file to CD or use packet writing software which makes the burner act like a
giant floppy, but I don't recommend that method as it's rather unreliable
and you could lose the data on the disk with little to no warning.

XP's built in burning software treats rewritable discs as if they were write
once with the exception that you can erase a rewriteable. To do what you
want requires third party software that uses 'packet writing'. These
programs include DLA from Roxio and InCD from Nero. Be forewarned that
packet writing can have flaky results.
