Default missing icons & cannot access some programs

On start up, desktop displays various programs and folders. Some have icons
missing. One has missing icon, but title flashes.
Right click does not access program associated with icon.
Thus impossible to access rloders, files and some programmes.
I cannot save or transfer to USB memory stick.
I can access OE, but IE7 re-routes via Google Chrome, thence to any www. site
I have downloaded programmes called Perfect Optimizer and Registry Mechanic,
but now suspect that this has hindered rather than helped.
AV programme running; scans show all OK.
Any suggestions

Hi B.You can try restore your pc.Click start,all programs,accessories,system
tools.You will see restore at the bottom.Click restore.It will say restore to
earlier date.Click yes.This will bring up another window with a calender.The
large numbers are the ones you can restore to.Pick a date that you know was
working proper.It will restore your pc to that date.Should rectify.Hope this
