Default Defragment problem (chkdsk /f)

I have tried to defrag. Error message: "Disk Defragmenter has detected that
Chkdsk is scheduled to run on Volume: (C. Please run Chkdsk /f. I tried, to
no avail. I have tried system restore, nothing. Any other help?

Did you restart your computer to allow chkdsk to run? What happened
next?

Yes, I restarted... nothing. I repeated it several times, still says volume c
needs chkdsk.

When I try to run at the command prompt, it states: "The type of file system
is NTFS. Cannot lock current drive. Chkdsk cannot run because the volume is
in use by another process. Would you like to schedule this to volume to be
checked the next time the system restarts? <Y/N> I typed Y and hit enter,
then restarted.... nothing happened.
