Default You Have # Messages at Log-on

Can someone explain the " You have ...Messages" when you hover over your
log-in user name when Windows XP starts?

What messages? System messages? E-mail?..but my email programme isn't
running yet.

From where?

How do I find them when Windows finally loads?
