Default External Modem and Remote Access

Hi!
Does anyone know how to get Routing and Remote Access service to
"re-establish/reconnect" to a modem that has disappeared and reappeared again
(e.g to a temporary power failure). It seems that the operating system does
not automatically starts up the service and sets the DTR led on the modem.
Any idea?

This is will always be the problem since plug and play system will
always screw up when the "hiccups" of power causes the devices to show
up as "#2", "#3".
